Within 15 min of each submission, any hour

Survey and reminder dates use calendar days (proposed). Campaign passes run only inside the configured Pacific window and only after confirmation. Submission receipts are event-driven and go out within 15 minutes at any hour, including overnight. One send per cycle + property + pass. Nothing sends on restart, trigger install or by automatic retry; after a partial failure only the outstanding sends can resume, after review. Overdue-pass and repeat Correction-campaign policies are not settled, so those sends are blocked.
